Dá para fazer perfeitamente sem estar enterrada. Alías, já fiz várias variações dessa sem estarem enterrada. Alías, dá menos trabalho a construir se não estiver enterrada.

O problema dessa cache não é só estar enterrada, o uso de containers desse tipo também dá um (mau) exemplo e as pessoas podem começar a desmontar estruturas de rega dos jardins, a pensar que são caches.
Não sei se a cache está ilegal, ou se foi colocada com autorização da GS.
No entanto parece-me que o maior problema é outro, o que é que os geocachers vão fazer aquele local?
A mim parece-me o jardim das traseiras de alguém, só com relva e uma vedação, sem qualquer interesse paisagístico, histórico, cultural, ...
O único motivo para ir ali é logar a cache![[:-(]](./images/smilies/icon_smile_sad.gif "Sad")

Pode ser o ponto mais afastado de um belo Jardim, cheio de história...
Podia ser no canto lá ao fundoooooo do Jardim do Museu do Traje.
